AS OWNER'S ENGINEER, BLACK & VEATCH GUIDED G-R-D-A THROUGH QUALITY CONTROL STUDIES ON UPGRADES TO COAL-FIRED UNITS 1 AND 2, WHICH WERE NOT COST EFFECTIVE.

WITH NATURAL GAS BEING AN ABUNDANT RESOURCE IN THE REGION, BLACK & VEATCH RECOMMENDED BUILDING A NEW, GAS-FIRED UNIT, INCORPORATING ADVANCED CLASS COMBUSTION TURBINE TECHNOLOGY.
