Part II & III focused on proactively preparing for disasters and then fielding and testing Equipment & Resources. The first SHAPE stage, discussed how important readiness is based on what your needs are for any specific situation. You need to prepare and stay ready mentally and physically for any situation.

Any plan of action is only a plan until you get REAL done (Rehearse, Educate, Assess, and acquire needed Logistics) and then enact PLANS by practicing the Procedures Leading to Actions Needed 4 Survival.
