In 2019, the Welsh Government commissioned the Restraint Reduction Network (RRN) to co-produce the Welsh Reducing Restrictive Practice Framework, promoting long-term improvements in education, health and social care settings in Wales.

Following the launch of the framework on 19 July, RRN hosted a webinar to mark the event, explain what the launch means, and to discuss what its implementation might look like. The framework applies to all Welsh citizens across the lifespan, including all vulnerable people, irrespective of how they are diagnosed or labelled.

The webinar took place on Thursday 22 July and involved an expert panel who explained how the framework will impact health, social care and education settings in Wales, and explored issues regarding its realisation.

Panelists included:
- Dawn Cavanagh (Parent Expert by Experience)
- Wayne Crocker (Director, Mencap Cymru)
- Ben Higgins (CEO, RRN)
- Paula Hopes (Chair, All Wales Challenging Behaviour Community of Practice)
- Sarah Leitch (Director of Development, RRN)
- David O'Brien (Senior Improvement Manager, Public Health Wales)
- Zoe Richards (CEO, Learning Disability Wales)
- Jonathan Timbers (Senior Associate, Compliance, Equality and Human Rights Commission)
- Humie Webbe (Co-Chair, Learning Disabilities Ministerial Advisory Group)

The webinar was chaired by Professor Edwin Jones of Bild (Strategic Lead for PBS and member of the RRN steering group).

This webinar is of particular interest to Welsh education, health and social care commissioners/providers and Welsh policy makers. It also benefits a wider UK and international audience who wish to understand how Wales is now seeking to reduce restrictive practices across various sectors, and apply valuable learning in their own contexts.
