This short 14-minute 16 mm experimental documentary film commissioned by the Baltimore City Legal Aid Services Clinic in litigation against the Governor of Maryland, the Mayor of Baltimore, and the Warden of the City Jail for overcrowded conditions; and, contributing to the victory on behalf of the inmates. The design of the jail was to house 900 inmates. At the time of production, the facility held 2000 inmates--it was so crowded that the lunch meal started before all of the inmates had finished breakfast.
The film was acceptable in litigation and the legal record on the condition it is without prejudice. Therefore, there it has no narrator. All that you see and hear are the images and sounds of what is there! The crew consists of my students from Howard University’s School of Communications, Radio, Tv, and Film.
