The First wave is 1: (Tribal Knowledge) At the Conceptional level of Any Venture, the Frustration in assuring of the proper procedures, personnel, organization, experience, knowledge, equipment, capability, and commitment needed to Successfully Complete your next project on time and within your budget.
There are three stages of skill acquisition that sit along a continuum of skill learning. The cognitive stage is characterised by frequent errors and is the stage when the learner has to think a lot about the skill and how to execute it. They also require lots of frequent feedback.

The Second Wave is 2: (Strategic Decisions) Standardizing procedures, personnel skills needed, establish organization, train personnel to achieve experience and knowledge, purchase equipment, increase capability, and commitment needed to Assure Successfully Complete your next project on time and within your budget.
Executive management designates a management representative for quality who reports directly to (or be a part of) executive management. The designated management representative for quality may perform other functions within the company, provided that those functions do not conflict with the quality responsibilities. The designated management representative(s) have the ability, responsibility and authority to:
Ensure that documented procedures needed for the quality management systems are established, implemented and maintained in accordance with this Standard.
Report to executive management on the performance of the quality management system and any need for improvement.
Communicate with external parties on matters relating to the quality management system.
The associative stage is the largest and longest stage. It is characterised by lots of practice. As the athlete progresses towards the next stage errors become less frequent and smaller.

The Third Wave is 3: (Continual Improvement) Sustain the Implemented Changes by Auditing the Process. Implement Preventive/Corrective Action.
The final stage is the autonomous stage. This stage is characterised by few if any errors that are minor. An athlete at this stage of skill acquisition can think about other aspects of competition and not think at all about the skill itself.
