Red 12 handles the ball with the hand in a natural position supporting his body. Allow play to continue as there is no handball offence in law.
Technical decision: Allow play to continue, no handball.
The defender is on the ground; his arm position is a consequence of, and justifiable by, the player's body movement. This is considered a natural position as he is supporting himself from the ground (there is clear weight put on the arm to keep himself up).
No disciplinary sanction is needed.
This is not a punishable handball. Red 12 was pushing himself back up and the ball was kicked into his arm. The arm was in a supporting position and that position was a justifiable result of the player's actions. Since there's no handball offence in my opinion, it follows that there's also no sanction.
