CALL TO ACTION:

Canadian Pacific (CP) and Kansas City (KCS) Southern railroad merger would nearly double the number of trains running through the White Earth Nation, as well as through the territory we ceded in the 1855 Treaty. CP/KCS wants to use these trains to ship crude oil from Canada to Mexico. Many of us have fought hard against the oil pipelines that threaten the niibi and manoomin in our ceded territories. If oil were to leak or spill from one of these pipelines, it could permanently damage our ability to exercise our rights to fully use and enjoy this territory.

CP and KCS both generate billions of dollars in revenue each year and stand to earn even more as a result of increased efficiency from the merger. We won’t see a dime of that money, even though they need to go through our reservation territory as well as our 1855 Treaty territory to ship their products. This is unjust. I oppose this merger. However, if it is ultimately approved, then given the danger it poses to our people and our land, CP/KCS ought to pay some kind of fee or set aside funds to pay for any damage that their trains may cause.

Right now, the merger is under review by a federal agency, the Surface Transportation Board (STB). They will likely decide to approve or deny this merger in the next few months, and they have asked people in affected communities to contact them with their concerns.

If you share my concerns, the website to submit a comment to the STB is: stb.gov/proceedings-actions/e-filing/environmental-comments/.

Instructions on how to make a comment:
Select the “Yes” option at the top of the form. Click the dropdown menu that appears next to “Docket Number” and select “FD”. Then, type 36500 in the first box to the right.
The “Project Name” section can be filled in as “CP/KCS Merger”.
Click the “Attention of” dropdown menu and select “Joshua Wayland”.
Then simply fill out your contact information. The last box, “Environmental Comments” is where you can share your thoughts on the merger.
Finally, scroll all the way down and click “Submit”.

There is also a phone number which you can call and reference the merger: (202) 245-0301
