This is a problem frequently encountered by LE and private security personnel. Identify a license plate at distance in a totally dark area without alerting someone in/near the vehicle of the surveillance.
My truck was about 90 yards away and while parked near a light, the back area of the truck and lot were TOTALLY dark. There was a lot of particulate matter in the air, so I could not see the plate even with a high-lumen flashlight because of the white-out.
The particulates also affect IR, but to a lesser degree. The solution was to use a rig with a Sony camcorder with Nightshot mode and an external IR illuminator. The 810 nm emitter does give off a small amount of visible red light, but it would be almost impossible to see at 100 yards and out.
Combined with digital zoom on the camcorder, it was easy to 'light up' the dark area and read the plate (it helps that license plates react to IR, which is how LPR's work).
The view starts out at modest zoom, but does not go the full 250X digital zoom supported by the camcorder. Digital zoom is also lossy, which contributes to the grainy footage along with the total dark spot behind the vehicle.
