About Your Speaker:
Emma Broomfield is a qualified lawyer and nationally accredited mediator with over 15 years’ experience in the local government sector. She has specialised in providing legal and governance services in a local government context and has recently expanded her expertise to mediation. Emma has gained valuable experience within the local government industry in the United Kingdom, Sydney and regional New South Wales. During this time, Emma has established a reputation for her professional approach and dedication to understanding her clients’ needs.
In 2012 Emma joined as a Director and established Locale Consulting as an incorporated legal practice. We have since provided legal advice to local councils on a range of planning, contractual and legislative issues. Emma is also a nominated conduct reviewer for over ten of local councils on the north coast of New South Wales and has undertaken conduct reviews under the Code of Conduct about alleged misconduct by elected officials. Emma has undertaken probity reviews and can assist with resolving workplace conflicts or disputes.
Previously, Emma held a senior manager position at a large coastal and regional council (being Shoalhaven City Council) where she successfully established an in- house legal area to service council’s legal needs and managed the records and information areas. At the City of Sydney, Emma provided legal advice on a range of planning and contractual matters. She has extensive experience on a range of local government and planning matters which typically occur in regional areas, and is experienced in all aspects of procurement including drafting contract documents, advising on tendering issues and contract management.
Emma is available to provide legal advice for local government, contractual and planning issues and services relating to governance, procurement and conflict resolution. Emma can also deliver training to your organisation in her areas of expertise. She has recently partnered with CPDforMe in producing webinar content for other lawyers.
