During the 2020 high-profile federal case against volunteers from No More Deaths/No Más Muertes for their work providing aid to migrants in Arizona, federal prosecutor Anna Wright claimed that humanitarian aid should be left to the United States Border Patrol. Her statement—made in reference to the presence of Border Patrol rescue beacons installed on federally-managed land—is indicative of the ways that Border Patrol has subsumed humanitarian and rescue practices under its project of securitization and territorialization of the border. The beacon is intended to signal a point of rescue to migrants in need of medical attention while crossing the US-Mexico border on foot through the Sonoran desert. This investigation of the network of rescue beacons across southern Arizona sheds light on the ways that Border Patrol employs this mobile technology both spatially and rhetorically, and the essential role that visibility and access play in the perpetuation of state violence across humanitarian and ecological registers in the catastrophic wake of Prevention through Deterrence.
