Two exposure grades are displayed, then the light one is inserted on top of the dark one in the timeline in Premiere Pro. On the top clip Opacity is changed from 100% to 25% and the Hard Light mode is chosen. This preserves the haze while increasing the dark shadows, effectively increasing dynamic range and offering greater control of the look. This would be on compressed, easily editable H.264 mp4 files.
