Former State Senator and Chair of the State Senate Judiciary Committee Noreen M. Evans and long-time Santa Rosa defense attorney Michael A. Fiumara, who WON one of the largest settlements in a children’s sexual abuse case in Sonoma County history, have joined forces to form a community-based team fight for survivors of Childhood Sexual Abuse.

“With the enactment of California’s new Childhood Sexual Abuse & Assault law this year—which goes into effect on January 1, 2020, and opens up a 3-year window of justice for victims of childhood sex abuse to file legal action—the timing for the creation of our community-based advocacy team could not be better,” said former State lawmaker Evans.

Evans, who works Of Counsel with the firm of Fiumara & Milligan, was one of the earliest sponsors of legislation providing state-funding for Child Advocacy Centers in California, while a member of the California State Assembly over a decade ago.

Those Child Advocacy Centers combined the services of Law Enforcement professionals, medical and health care workers, and social services teams to sensitively assist the victims of child abuse.

Michael Fiumara, who handled a pioneering childhood sexual abuse case against the Diocese of Santa Rosa, and is an expert in local school law, agreed: “Just as those Children’s Advocacy Centers were designed by Noreen to reduce the trauma that an abused child goes through, our advocacy on behalf of survivors of Childhood Sexual abuse is devoted to providing the highly skilled, compassionate, confidential and experienced legal assistance these individuals victims are owed, regardless of when abuse occurred."

� Fiumara, a prominent member of the Sonoma County legal community who has practiced law in Santa Rosa, CA, for nearly three decades, won a pioneering child sex abuse case against the Archdiocese of Santa Rosa, over a decade ago, under California’s previous more restrictive laws.

The case was filed by nine plaintiffs—three of whom were still minors at the time the case was settled–for a then-record $5,020,000.

The new Childhood Sex Abuse and Assault Victims Law signed by Governor Newsom in October which went into effect on January 1, 2020, extends the law’s reach beyond such entities as churches and religious groups, to public schools, scouting group, camps, universities, and hospitals).

Fiumara, an expert in local school law, has also successfully represented children and their families in lawsuits against public school districts.

Evans, who Chaired the California State Senate Judiciary Committee during her ten years in the State Legislature representing her neighbors in Napa, Sonoma, Solano, Mendocino, Lake & Humboldt counties, was instrumental in the passage of the first substantial increase in the statute of limitations which increased the age at which victims of sexual abuse could bring legal action for compensation.

“This is a new day for victims of Childhood Sexual Abuse & Assault, “said Fiumara. “People as old as 40 are now eligible to take legal action against their abusers when they were children, during this new three-year window of justice, beginning on January 1, 2020.
